Protecting Minors Through Vigilance and Protocol


GENERAL OVERVIEW
This policy aims to outline the hotel’s handling on guests with minors coming into the property. It also intends to ensure that management of our hotels are aware of the problems of Child Abuse and Human Trafficking which although a difficult subject needs to be addressed at our hotels in order to avoid any future problems.
The policy shall help position management of our hotels in a safer stand to defend itself from unwarranted liability, looming legal issues, negative publicity, fines, penalties, possible threat to closure or cancellation of permits, and possible damage to interest in the event, a potential act is progressing within the hotel.
A Minor or Child is defined as any person below eighteen (18) years of age or those over but are unable to fully take care of themselves or protect themselves from abuse, neglect, cruelty, exploitation, or discrimination because of a physical or mental disability or condition; Presence of minors and children in hotels and similar establishments are construed lawful only if and when accompanied by parents or a recognized guardian.
PROCEDURE
1. Front Office/Desk Agents
- Front Desk Staff shall ensure that no guests local or foreign with minors other than the immediate family, relative or recognized guardians are catered or checked-in in the hotel guestrooms.
- Front Desk Staff shall tactfully request valid identification and relevant support documents to show proof that the accompanying minor is an immediate relative.
- Provocative and/or obviously rendering situations in which foreign or local guests with a minor who could not show proof of identification should be firmly advised that the hotel does not allow minor joiners and should be tactfully denied check-in.
- Front Desk Staff shall immediately advise Duty Manager of the situation who shall also confer with the guests regarding the hotel’s policy in relation to children staying with guests.
2. Duty Manager
- The Duty Manager, upon receiving a possible violation in the hotel, shall promptly proceed to the Front Desk to observe the situation.
- The Duty Manager shall advise duty Security Officers to standby at the main lobby and closely monitor guests and awaits further instruction.
- The Duty Manager upon confirmation that guest has potentially violated the hotel policy by bringing in a minor joiner in the hotel shall engage a tactful conversation with the guest informing the hotels policy on minors.
- Duty Manager shall firmly advise guests that hotel could not accommodate them for such reason and shall be asked to leave the hotel under security escort.
- Duty Manager shall include the event in the Duty Manager’s report and should be discussed in the morning briefing stating details of the event and actions taken for the information of the GM/EAM.
3. Security Department
- Security Department is responsible in monitoring, detecting, pre-empting and prompt reporting of potential acts related to this policy.
- Security Officers noticing such events shall immediately inform the Security Supervisor/Security Manager, Duty Manager and the GM/EAM initially informing that a guest is possibly trying to check into the hotel with a child.
- In the event guests could not show proof of identification and support documents for the accompanying minor, Security Officer shall tactfully escort the same out from the hotel upon concurrence by the GM/EAM and/or the Duty Manager.
- A Security Report must be filed immediately indicating details, support photographs and other documents.
4. General Instructions
Key players of this policy must exercise sound judgment and reasonable disposition in order to attain an effective implementation.
Tactfulness, courtesy, and a firm understanding of the hotel’s policy on minors should be communicated to all, reiterating that hotel management does not allow any events and condone any acts related to violations of the Anti-Child Abuse Law.
Any obvious acts which are distinctively suspected of potentially violating the Anti-Child Abuse Law wherein guests are observed to be engaged in a possible “pedophile” act or circumstances must be reported immediately to the Security Officer/Supervisor/Security Manager, the Duty Manager and the Executive Assistant Manager.
Housekeeping Staff having direct access to rooms shall play a participative rule in detecting any acts which could indicate potential violations of this policy. Any suspicious, provocative, or openly suggestive circumstances must be reported immediately to the Housekeeping Supervisor or Security Department.
An observation report must be filed at Security Office and reporting staff must immediately share his personal observations.
